Has the state adopted leadership standards? Yes. North Carolina has adopted the North Carolina School Executive Standards. North Carolina State Board Policy EVAL-030
Preparation
Which state entity approves traditional school leader preparation programs? North Carolina State Board of Education North Carolina State Board Policy TCED-004
Does state policy require school leader preparation programs to align with adopted standards? Yes. School administrator preparation programs must address student learning and school improvement aligned with the North Carolina School Executive Standards. North Carolina State Board Policy TCED-015
Does state policy require field experience as part of school leader preparation programs? Yes. School administrator preparation programs must provide an internship. State policy provides additional requirements. However, no hour requirement was found. North Carolina State Board Policy TCED-015
Does state policy allow for innovative or experimental preparation programs? Yes. A North Carolina school system or educator preparation program may seek approval to offer an innovative/experimental school administrator program. However, no new programs are allowed to be approved under this policy after July 1, 2017.

In addition, in 2015 the state legislature enacted a competitive grant program with the purpose of elevating principal preparation programs.

Certification and Licensure
What are the initial school leader certification requirements? To qualify for a certification as a School Administrator, a candidate must:
  • Hold a Professional Educator's Continuing License, which requires at least three years of teaching experience
  • Hold a bachelor's degree from an accredited college or university
  • Hold either 1) a master's degree from a public school administration program that meets established program approval standards, 2) a master's degree from an accredited college or university and complete a public school administration program that meets established program approval standards or 3) equivalent education and training determined by the state board
  • Pass the exam adopted by the state board.

What are the requirements for school leaders licensed out-of-state? Out-of-state applicants must first receive a North Carolina Professional Educator's Continuing License. Applicants who are fully licensed in another state, but have less than three years of related experience, are eligible for this license subject to receiving a passing score on the state's licensure exam. Applicants who are fully licensed in another state and have three or more years of related experience may be exempt from the exam and are eligible for this license after one year of successful experience in North Carolina. However, applicants with National Board Certification are exempt from assessment requirements and are eligible this license. In addition, applicants must meet education requirements.  Source
Is there an alternative route to initial certification? No state policy found. However, state policy does allow for innovative and/or experimental preparation programs.
