Overview
Many states offer licenses or endorsements for teachers who have had educational training and/or demonstrated skills in teacher leadership. Twenty-two states offer a teacher leader license or endorsement. Of these, three states offer a teacher leader license only, 16 states offer a teacher leader endorsement only, and three states offer both a teacher leader license and a teacher leader endorsement.

Definitions
States differ in how they define teacher license terms. For this data collection, the following definitions were used: 
  • License: Granted by a state licensing agency or appropriate governing body to an individual who has completed established state licensure requirements and is authorized to teach in the classroom. Referred to in some states as a “certificate”.
  • Endorsement: Typically used to identify the subject(s) and grade range in which a teacher is authorized to teach. May also be used to identify additional areas of expertise and/or training. Referred to in some states as a “designation”, “credential” or “certificate”.

Note: In 2018, the state legislature created two new levels of teaching certificates: 1) Lead Teaching Certificate and, 2) Master Teaching certificate. The certificates are designed for teachers who assume leadership roles. For the 2019-20 and 2020-21 school years, the department will identify school districts to implement the certificates on a pilot program basis. Beginning in the 2020-21 school year, the department will make the certificates available to any person who has received a recommendation from their local board of education and who meets the eiligibility criteria.
