The education strategy of the Bill & Melinda Gates Foundation is based on a belief that every student should have the opportunity, regardless of race, zip code, or income level, to receive a great education. Through the work of the foundation's grantees and partners, the foundation has found that inside the school, teaching matters most, and when schools and districts focus on how to evaluate, support, and develop teachers, they can see dramatic results. Gates makes the case for quality teacher evaluation and development programs and why it is important for state policymakers to play a key role in these efforts.
